On 19 December, UN Special Coordinator Sigrid Kaag addressed the Lebanese Parliament to encourage a swift roll-out of the recently adopted legislation on the National Human Rights Institute, incorporating a Preventive Mechanism against Torture. Ms. Kaag highlighted the link between human rights and peace and security, and stressed how “human rights protection can be seen as a preventive measure”. Ms. Kaag also expressed hope that this development “will create momentum for an open and results-driven discussion on other related legislation, such as the draft bill on the prohibition of torture”.
