Government of Liberia and United Nations launch UN’s five-year strategic assistance framework

The Government of Liberia and the United Nations have launched the UN’s second five year strategic assistance framework for Liberia, which will be known as the UN One Programme.

 

 

During the launch ceremony at the Monrovia City hall, Liberia’s Acting Minister of Planning and Economic Affairs and Minister of Finance Amara Konneh said the UN is a valuable partner and close friend of the Government and people of Liberia, significantly contributing to development efforts across the country. “The government and development partners have been consulted at various stages during the formulation of this One Programme. It shows the UN’s continued commitment to support the government and people of Liberia achieve national priorities. We look forward to working with the UN and provide mutual support to each other in achieving the goals set out in the One Programme.”

The UN Resident Coordinator, Deputy Special Representative of the Secretary-General and Humanitarian Coordinator, Aeneas C. Chuma said, “The One Programme enhances national leadership and ownership. Through close alignment of the UN Strategic framework to national priorities, the program reinforces the Government’s monitoring and oversight capacities, provides a transparent overview of UN activities and financial arrangements, and ensures accountability.”

The UN One Programme, which reflects broad areas of UN intervention from 2013-2017, comprises a UN Development Assistance Framework (UNDAF) and a Costed Action Plan, both closely aligned with national priorities articulated in Liberia RISING 2030 and the Agenda for Transformation.
The UN Development Assistance Framework is the UN’s second such strategic framework for Liberia, and builds on the achievements of the first UNDAF which was from 2008-12, setting out the UN’s collective response to national development priorities. The accompanying Costed Action Plan defines in greater detail, management and coordination arrangements, financial modalities, monitoring and evaluation processes and serves as the main legal document for multi-year programming.
The One Programme helps position the UN more strategically in areas where it has a distinct comparative advantage, allowing it to be a more effective development partner to increase its collective impact through more coherent, coordinated and focused strategies and programmes.

The launch ceremony was attended by the Special Representative of the Secretary-General (SRSG) and Coordinator of United Nations Operations in Liberia, Karin Landgren and other senior UN and Government officials.
