UNMIL Hands Over Code of Conduct Handbooks to Immigration Authority

Personnel of the Bureau of Immigration and Naturalization (BIN) can now conduct their duties even more professionally than in the past thanks to the code of conduct handbooks presented to them by UNMIL and UNDP. The presentation took place on 10 May at the headquarters of BIN located on Broad Street, Monrovia. Four thousand copies of pocket sized code of conduct handbooks were printed by UNMIL through funding provided by UNDP.

 
UNPOL Commissioner John Nielsen said the code of conduct hand books will serve as “cornerstone” for professional operation of BIN officers as they will now be guided by the rules and regulations laid down in the handbooks. “Development of the culture of security agencies is fundamental to provision of quality security service,” Nielsen said. He thanked UNDP for the “close partnership” that brought about production of the code of conduct handbooks. 
UNDP Deputy Resident Representative Cleophas O. Torori expressed his hope that the code of conduct hand books will promote “systemized operations of BIN personnel.”

“UN along with partners is helping BIN rebuild its image and character by the presentation of the code of conduct handbooks, which is another manifestation of UN’s commitment to making Liberia’s security sector professional,” said BIN Deputy Commissioner for Administration, Col. Peter Zaizay. As a document that presents “challenges for scrupulous discharge” of duties, the code of conduct “addresses issues of international crimes such as money laundering, contraband, trafficking, etc.,” Zaizay said. He called on fellow immigration officers to exercise diligence and observe the rules enshrined in the code of conduct handbooks.
